Outsourcing Services of an IT Consultant for e-Governance Project

Ministry of Environment and Forests initiated an exercise of e-Governance called “ENVISION” during the 10th Five Year Plan. Based on the Business Process Reengineering (BPR) exercise for various establishment, regulatory and other functions of the Ministry. Accordingly it is proposed to initiate the process of automation, digitization and migration of data leading to establishment of a Data Centre (DC) and Data Recovery Centre (DR) in the Ministry for successful implementation of these activities both in the Ministry as well as various Sub-ordinate offices spread across the country. Accordingly, it is decided to outsource services of an IT Consultant with a scientific and technology background as well as experience of working with Government Agencies specially on e-Governance activities, so as to coordinate activities of the Project. The services of the IT Consultant are proposed to be outsourced through CPR Environmental Education Centre (CPREEC), Chennai.
The essential and desirable qualifications, skill sets, experience and work profile of the candidate proposed to be outsourced as an IT Consultant are as follows:

Essential Qualifications:

  • Post Graduate Degree in the field of Science (preferably First Class) from recognized University

  • Post Graduate Diploma in Computer Applications (with First Class) from recognized University

Desirable Qualifications:

  • Doctorate Degree in Science

  • Proven knowledge and experience of Management Information System as evidenced by relevant experience of coordination of various National and International Projects

Experience:

  • Minimum 8 years of experience in Information Systems, Database Management, and related activities out of which minimum 3 years of experience in e-Governance activities.

  • Experience in the assessment, procurement and maintenance of IT Infrastructure including hardware, software and internet connectivity.

  • Experience in design, development and maintenance of the website and its integration and Networking.

  • Knowledge of various aspects related to establishment, regulatory and financial functions with specific reference to Environment & Forests.

Technical Skills Set:

  • IT Infrastructure needs assessment, design and setup

  • Installation, configuration and administration of servers

  • Experience and knowledge of networking, client/server technologies, hardware & software including operating systems, applications and database

  • Experience in ERP implementation and integration

  • Experience in data migration, data centre operations

  • Experience in implementing security controls especially for ISO 27001

  • Proven problem-solving capabilities

  • Excellent communication skills

Work Profile:

  • Assess IT Infrastructure needs of the Ministry

  • Design and establish connectivity requirements (including LAN, WAN etc.) of the Ministry

  • Perform server installation, configure and administer the servers of the Ministry

  • Monitor the performance and security of the Ministry’s website(s) including the associated data centre(s) and disaster recovery sites

  • Design and develop Plan for establishment of Programme Monitoring Unit (PMU), Management Information System (MIS), Data Centre (DC) and Data Recovery Centre (DCR) in the Ministry and monitor its implementation

  • Implement ERP System and integrate ERP with applications deployed within the Ministry

  • Monitor data migration across applications and ensure data consistency and integrity

  • Monitor enforcement and compliance of Security Policy of the Ministry

  • Develop, identify, and document technical security controls for technologies deployed

  • Develop, implement and audit the processes compliant with ISO 27001 standard

  • Participate in Vulnerability Assessment, Penetration Testing and Application security audit and ISO 27001 compliance audits

Age Limit:

  • The candidate should preferably below the age of 45 years.

  • Commensurate with the Essential and desirable Qualifications, Technical Skills Sets, and work Experience


Period:

  • The services of IT Consultant will initially be for a period of one year and are likely to be continued based on the performance of the consultant for one more year.
